While it contains “優” in 優しい (kind) and 柔 in “柔らかい (soft)” and sounds a little positive, it’s used in a disapproving way. The other kanjis 不 and 断 mean “not” and “determine”, where 断 is used in 決断(けつだん)する “determine” and 判断(はんだん)する (“judge”).
