It’s often used as うろ覚え{だけど/ですけど} (although I remember this only vaguely) when you share some knowledge/information with someone but you’re not very certain whether they are accurate or not.
Some people wrongly memorise it as “うる覚え”; ironically, they うろ覚え this word in the first place (To be fair, it actually soulds like it in a conversation).

I’m not quite sure but I think his name is probably Taro.

I’m not quite certain but isn’t the capital city of Australia Sydney… is it? (* Nope, it’s Canberra)
